Undisclosed talks of CIA Director in Moscow
On Aug. 25, 2026 an unmarked C-17 Globemaster III belonging to the US Air Force (USAF) unusually flew into Russian airspace via Latvia. Soon after, the news that CIA Director John Ratcliffe was in Moscow for unannounced talks was announced by US media outlets.
What’s behind the mystery of USAF C-17 flying CIA Director to Moscow?
‘So far, nobody knows. At least, nobody is telling. All we have for now is speculation. However, certain salient facts can lead us to plausible explanations. The last one I suggest being the most likely.
‘Firstly, [CIA Director] John Ratcliffe is well known to be pro-Ukrainian and anti-Russian. This suggests any messages Ratcliffe had for Russia were not the sort of thing Russia would like. By contrast, if words of friendship and money-making were being offered, Witkoff would have been the bearer of that message. Since, it’s Ratcliffe, the message was more likely a threat or a warning.
‘Secondly, there’s all sorts of ways Ratcliffe could have traveled to Russia, and nobody would know about it. So, while this visit was unannounced, and nobody is saying anything about it, there’s still a message in there. Traveling by a trackable (transponder enabled), obviously military transport C-17 Globemaster III [US registered tail number 07-7181], where anybody can track its course…makes the message pretty clear, “The message was urgent, and we can’t talk about it, but you should know that it happened.”

Speculation
‘So far, it is confirmed that Ratcliffe spoke with his counterparts in the Russian FSB. What is unsure is, if he spoke with Putin directly. No one is willing to confirm that one.
‘Here’s the speculation part. What did they talk about?
The US knows Russia has been assisting Iran and even supplying Russian-built Shahed-136s as well as intelligence data to Iran. Given Trump’s inability to find a way to cleanly open the Strait of Hormuz (closed by Iran), Ratcliffe may have passed the message to “knock it off.”
It is possible that Putin is considering the use of a nuclear weapon. Perhaps just a small tactical nuke, but that hardly matters. A nuke is a tremendous escalation. If Ratcliffe has intel that Russia was seriously considering dropping a weapon in the Donbas to help secure the Donbas for instance, Ratcliffe would be saying, “Don’t!”
Possible answers to what we are seeing

My personal favorite would be that the US has deep intel on the Russian economy and knows it is about to fold. It might even be that Putin’s life is in danger as a result. Ratcliffe could have been there to work out plans for how to move forward. These plans may not be happy for Russia, but are necessary to ensure a smooth transfer of power in Russia. A nuclear-armed Russia in complete chaos could be bad everybody.
And here’s the most likely scenario. Russia has been conducting “Hybrid warfare” like cutting internet cables with dragged anchors, or drones going off course “accidentally”, or missiles “getting confused” and landing in Poland. The response from NATO nations has been tepid at best. And this may have led Putin to believe that NATO isn’t as rock solid as we think. He may be considering a much larger provocation to test NATO’s solidarity. And this visit may have occurred because the CIA got wind of it and is warning Russia not to try it. The current American administration may be loath to respond, but Europe’s response may prove it has seen the last straw. Ratcliffe may be there to tell Putin, who won’t like the reaction this time.
Wicklund concludes;
‘All these scenarios are purely speculation. I don’t stand by any of them, and I only offer them now as possible answers to what we are seeing.’
